surge generally refers to a condition where airflow moves backwards in the compressor, whether in an axial flow compressor (blade tip stalling) or a centrifugal compressor (ie: turbocharger).

airflow moving in two directions during surging "crashes" inside the compressor and can stall the compressor, cause mechanical damage, or in a small surge disrupt the operation/speed of the compressor momentarily (this is what we typically experience in a boosted car w/o a bov).

a bov releases an over-pressure situation between the compressor outlet and the throttle blade that would otherwise slow, stall, or damage the compressor.

or simply when the turbo is trying to push more air than the motor can use.

Take a box fan and stick a box over the outlet side (simulates TB closing) and the fan slows down, this is a very basic and non-violent way to see what happens.

Then you can stick it on the sucktion side and restrict it there and that will show you what too small of a air filter will do.
