I have a 98 neon R/T and I have 2 choices i could either run a stratus 2.4 motor or i could run a 2.0. Now my main question which motor is easiest to turbo charge for a newbie to the turbo world. thanks guys

The 2.0 is a better way to go for low boost. If you REALLY want to get into, get the 2.4 block and buy SRT internals (used online, $150 for all 4 rods/pistons) and go crazy, up to ~400whp! Either way.
