HELP Turbo problems

I need some help. I have a stock 87 CSX i'm restoring. I just purchased a 3 bar map, stage 5 ECU (18psi), and 40% injectors. My car was running 10 psi with a stage III ECU. I put the Stage V and thought I was going to run 18psi. Well the highest it goes is 12psi. I've unplugged the waste gate and still get 12 psi. The Wastegate bar moves and seems to open and close. I thought if I unplugged the wastegate I would get 20+ but I'm not. Could the waste gate, swing valve, or an exhaust leak be causing me not to 20+ psi. If anyone knows what might be wrong or if any one is willing to make some money helping me in Tampa Florida please PM me.

Most likely a bad wastegate can (weak spring). Try to keep it from opening by attaching a steel wire to the flapper arm, then attaching the other end of the wire to something towards the driverse side. This will hold it shut.

Do a test drive, and if it still doesn't give you more boost, at least you know it's not your can.

Could also be plugged exhaust (cat, if you still have one).

Anyone else got any ideas. I removed the cat and got 14 PSI. Replaced the cat with a pipe and back to 12psi. Probably muffler. Opened the flap still 12 psi. No smoke coming out of turbo could the turbo be bad if so what could it be. Flapper, Bearings, Gaskets, etc. Please help!
