no boost control?

I just got my new motor built, using a t2 turbo. I didn't get a wastegate can with the turbo so I got one off of an 85 garret, chopped and threaded the arm. I preloeaded the wastegate arm 3/16". Opon the first test drive I laid into the throttle once and the boost went all the way around my 20psi boost guage. I checked the vacuum lines to the wastegate can and they are all there, and my bleed has been removed. Any one have any ideas?
