Manual boost controller functions..

I have my manual boost controller installed. I turned it up today...at about 1/2 to 3/4 throttle, around 3000-3500 rpm the boost is where I want it, 14ish PSI. At WOT, it levels out to about 9 psi, and when the A413 shifts it moves to about 10. I was just wondering if this was normal...or if something is wrong. How is it *supposed* to work?
