what is the best way to tell if your wastegate is functionng correctally.....should i be able to move the actuator arm at all by hand?.....im asking more out of curiousity than anythign because i think mine is fine, but i want to make sure before starting any other projects on my car....

Yes, you should be able to move it by hand. Another way would be, drive the car & floor it, if the boost stays at the stock psi, it's working (boost gauge required)

what would be stock psi for an 89 t1....my boost jumps to cutout occasionally, but usually rests around 10-13....thats on the stock gauge though....(my autometer is on the way ;-)

cool...thanks for the help....(quick too...lol) il check in the morning to see if i can more the arm at all......should it just move a little bit....like a couple millimeters...or more...thanks....

It will move about an inch i think. It will have some tension in it from the actuator, it is spring loaded. If your having any troubles with keeping boost consitant, the problem will be with your actuator or the vac lines running to it. OR your BOV could be screwin up.
