turbo sizing help needed for 16v neon head

well, i've been busy the last couple days.

my buddy tracked down a SOHC 16v head and a t4 turbo for me (scoching deal at $240).

the turbo is off a grand national, and the exhaust wheel is just too aggresive. now, from looking at brians slow's dyno, it looked like his turbo spooled quickly and started dieing off, and i do NOT want 500 lbs feet of torque at the wheels in a 2300 pound omni. i'm sure i won't be making that big of a number seeing as how he has a twin cam motor, but i thought the t4 would spool closer to 3000 rpm and pull to 6-7K.

the turbo has a .63/.60 A/R, and i would think it would spool except there are MASSIVE gaps between the blades on the exhaust side.

btw, it will be getting 1mm oversized valves, and minor port work, but i don't think that will help much.
