No really, It opens at idle.
Is there anyway to make it open only when the throttle slams shut?
Vacumn routing, Thing-a-migigger to control it?

My ride is a 90 Daytona Shelby VNT W/Garret TII turbo.

Not really, the only thing you can do is replace it with a valve that wont open at idle. I personally like my HKS SSQV. It only opens when you want it to.

it's suppose to be open at idle. Better that way. What do you think is wrong with it being open at idle?

yeah, give some credit to the Chrysler engineers who designed the "bypass valve" !

think of it as a factory installed "D-valve"

Your stock valve in your car regulates your turbo power. At idle, your valve is open from vacuum pressure. When you depress the throttle, the diverter valve begins to close. When fully closed, turbo boost is allowed to be delivered to your engine. When you lift the throttle, the boost pressure is released from the valve into your air cleaner box. Inadequate/defective valves have extended lag, loss of boost, sluggish throttle response."

I was hoping I wouldn't have to put a sock on it, but thats what I did last night. sure it works good only without that rice - I mean nice whoosh between gears.

And for those of you who think they don't need to run a filter on it. Take a look at your K&N filter when it comes time to clean it and say "oh it doesn't suck that much crap in it"

My question to you is "Do you feel lucky? Well do ya Punk"

Seriously,
The BOV doesn't actually control the turbo power, which is RPM which equals Boost. That's the job of the waste gate. BOVs relieves the increased pressure when the throttle plate slams shut. This prevents reversion from damaging the turbo as well as the intercooler and hoses. It can increase performance by allowing the turbo to remain at a higher rpm thus reducing lag between shifts, but it will mainly to prevent over boosting of the rest of the system (Bypass Valve). Yea, Even the smart guys at Chrysler figured it out after a while.

I'm really not trying to insult anyone. I hope no one takes it that way.
