When I let off the throttle I hear a "roar"... It sortof sounds like the turbo is being forced to slow down when it doesn't want to.

I think maybe the stock BOV is bad/stuck...

I first thought it was my clutch because it happens on shifts - but when I was going down the road I decided to just let off the gas quickly and I had the same roar.

Does this sound accurate?

if it's the bov then it's either busted open or closed. Your describtion would not have it stuck open. If anything closed but i have never heard of a bov sticking closed if it was stuck closed then you could be getting compressor surge, which for me was like a chatter as the air reversed into the compressor wheel. I have heard many ppl say their surge sounded different though. Check if the vacuum line to the bov is on it, if not on then the bov would not open.

ok this may or may not apply......but when i removed my bov from the stock air box i expirienced a similar symptom. any time that i let off the throttle when the turbo has been under quick boost (say i give it gas till the turbo spools 5 psi and let off quickly) i hear a "roar/whoosh/sucking sound") believe me i spent HOURS thinking and thinking why this would be.......then i figured it out....when at idle the BOV is forcing air out cause its open, as soon as the BOV sees boost it shuts, (stay with me now) now once you let off the gas quickly the car sees vac immediatly and the BOV forces air out once again. what this all led me to conclude is when the BOV is in the airbox and you let off the gas that air being forced out gets blown down the airbox-turbo tube and into the turbo. once the BOV was removed (or in your case malfunctioning) that air isnt being forced down the tube and this changes the airflow pattern...hence the different sound...think of how air being sucked down a long narrow tube......it makes a whooshing/sucking "roar" but have air being blown into one end....and being sucked through from the other.....no sound...or at least not nearly as loud. there......hope that helps and makes sense.....

yeah my BOV smaller vacuum line was broken for a very long time and I don't ever remember fixing it no matter this saturday I am installing a Talon BOV modified with a solenoid to switch from 22psi max to 30psi max (quick release/slow release) modes =)

And my intercooler so I don't think I gotta worry bout the POS Stock BOV =)
