Boost is really not the best way to determine when a turbo is maxxed out. How well a turbo can flow is better determined by how much HP it is able to support. Boost is somewhat irrelavent. If a turbo is maxxed out (is moving the max amount of air it can), if the motor flows well and is able to ingest more air, the boost level is going to be lower since boost is only what is not getting into the engine. Ever notice that when you run with an unplugged wastegate, you can get a ton more boost at lower rpms than up high? Thats becuase the motor is not ingesting all of the air that the turbo is able to move at lower rpms.

Gary's car and Ken's car were both running maxxed out T-II's, were probably making close to the same amount of HP even though the boost level was different. Ken's motor was probably able to flow a bit more up high than Gary's was.

For what it's worth, I was in the same boat as Ken with my GLHS with the stock T-II on it. In 3rd or 4th gear at higher rpms, boost was down to about 18-19 psi no matter what.
