Is it in a suck-through setup? if so its there to reduce the vortex caused by the spinning compressor wheel, the "straighter" air enters the compressor the more efficiently its pumped. Its also handy to keep that piece of tube from collapsing when you close the throttle while the turbo is still spooling (decel). Keep it in there, it helps. BTW, welcome to the board, nice to see another TD guy in the area!

On my two cars that piece has been in between the turbo and the manifold. I don't know it that is the way it is supposed to be or not but on my 84 I removed it cause the stock thin hoses kept blowing out on me and part of one of the fins had started to melt and curl on it. I think runnning 15psi boost with a hole in the hose made the turbo spin a lot faster than it was supposed to and the compressor temps went through the roof and melted it. I now run fuel filler hose that has a wire wrapped around the outside to keep it from collapsing. I haven't noticed any ill effects from not using it but if you have it it would be a good idea t keep it.
