i dont think you can push a garret t1 that high, go to www.thedodgegarage.com and read about running a 5th and 6th injector, a rising rate regulator, afpr, adjustable wastegates and graingers
there are a few ways to get it done.

Yeah, put a JATO engine on it. No just kidding,  boost controllers would push an extra safe 3 to 5 psi. It's really hard to tell without seeing the car or getting it dyno'd, every car is diffrent and so if it's in really good shape, then you'd prob. get that.

I know of lots of people that have ran 20 lbs of boost on their stock Garret T3. Check out this site. http://www.thedodgegarage.com/the_89...na_page_2.html
Down close to the end it says: "Epping Dragway 5/14/99, PAYDAY!" Below it says he's running 20 + PSI of boost. However, if I were you, I'd pull the motor, Convert it to TII status, put some TII Rods, and Pistons in it, then take care of your fuel system. Probably going to need +40's for 20-25 lbs. Also a BIG InterCooler, and you're going to want to upgrade your tranny to a a555. You'll need an AFPR, a better fuel pump, etc... Good Luck.

if you can wait till you save up some cash you could convert the harness with a 89 harness and drop a common block in it. i got a rebuildable short block for $75 + shipping and a couple of 89 turbo mini harness's w/sensors and relays for $60 + shipping.

Also, if you have an 86 2.2. Then you have the weak Rods and not so great STock pistons. The rods are a huge weakpoint. I am only running 11 psi on my stock 86 2.2 and don't want to risk blowing up my motor.

You also have the 10mm head bolts. I wouldn't run more than 12 psi myself. You need an intercooler and stronger guts in that motor. You can have the head bolt holes drilled and taped for 11mm, but you would be money ahead to find a Tll motor at a salvage and snag the intercooler and rad with it if they are still there. A comon block from a newer 90 and up would be good, but you need all the brackets that go with them.

It's not the turbo holding you back, actually thats about the only thing in your current setup that could meet your goal...although upgrading it would help out a lot at that boost level. To run 11's and 20psi+ you're going to be looking at converting to blow through, and either rebuilding the 86 block or dropping in a common block that is stronger to begin with. The stock fuel system isn't going to cut it either, you'll need a new pump, injectors, afpr, rising rate regulator...I would rather go with a new calibration personally. You will definitely need an intercooler and a big tranny cooler. The next thing to go will be the stock a413, it's a good tranny but stock with original miles on it don't expect it to handle the power for long.
It's not going to be very cheap to do all that....you would be better off maybe converting to TII, intercooling it and running 14psi. It should be pretty quick like that, but if you're set on running 11's.....have at it.
