it says a min of 2inches, but what does that mean? That the smallest it'll clamp down to is 2inches? or that a pipe over 2inches wont fit in it?

thats what it will clamp down to, ie your pipe diameter *with hose on it* should be slightly larger than that.
also keep in mind that these clamps dont change size by very much when fully loosened, so you need to get one pretty close to the size you need.
