89 horizon, going turbo

i picked up an 89 horizon tbi. i was wondering couple things about going turbo.

1. since it's tbi do i still need a computer + engine harness ( i dunno if they are the same for turbo, i think the turbo motors are tbi right)

2. do i need an electric fuel pump or do these already have them

3. what kinda boost can be safely run to a rebuilt motor with stock compression. i want around high 13's low 14's for autocross and be able to adjust up for lower 13's at 1/4mile track
