I know that there are a bunch of guys on this sight that can easily answer my question. I personally have only done work on the pre-common block engines, so the whole common block aspect is still kinda alien to me. But what is the difference between the Turbo 2.2 Common block and the 2.5 N/A and Turbo common blocks. I know that the N/A block won't have the return tube. But what is the difference from there. Are the 2.5 blocks cross drilled and so on. I appreciate the help.

I just wanted to add the TBI 2.5 I am looking at is out of an 89 if that matters.

I believe the difference is in the crankshaft stroke. The blocks are the same.

-crankshaft and pistons are different from turb 2.2 to turbo 2.5 CB
-all turbo II blocks and 2.5 turbo blocks were crossed drilled. 90-95 NA common blocks were cross drilled as well.
-your 89 should be a common block
-right now i am building a 2.5 turbo out of my 2.5 NA common block. i drilled and taped the turbo oil drain back hole in the block very easily. if you're wanting to take your 89 NA common block and turbo charge it you'll want to replace pistons and rods. rods are light weight so they aren't ideal for a turbo build. you can reuse your crank though.

From the factory... not sure about Shelby VNT cars.

No balance shaft
89 2.2L
89+ 2.2L N/A
RWD 2.5L

With balance shaft
90 2.2L TIV VNT
91+ 2.2L TIII
89+ 2.5L TI
89+ 2.5L N/A

so then the 89 2.5 TBI I am looking at will not have the cross drilled passages?

No, but you can drill them it's easy. I did it with my block. 45 degree angle. Get an old headgasket to help you get the drill hole started in the right spot.
