What is the easiest way to change the soft plug With the motor in the car?? It is the one that is behind the starter. Will it hurt anything If it falls down inside the block??

You mean, frost plugs.

Drain the coolant, not just the rad, but also disconnect the coolant return line from the turbo at the block. Remove the starter & drill a hole in the frost plug so you can self tap a screw/bolt in it & then you can pull it out.

When installing the new one, your suppose to apply something like RTV silicone(???) around it, then tap it in flush.

What I did on my cars was carefully tap one side w/ a hammer and screwdriver until it turned sideways in the hole, then pull it out w/ pliers. Did it on the GLH, my brother's Dakota, and my rooomate's Thunderbird to install block heaters.

On that note, one those block heaters are installed, can they be removed and re-installed? Or can you purchase just the heater plug w/o the cord?
