how to tighten sprocket bolts?

hey all
I am putting my new engine together
and I am at the timing now
pretty sure I got it (lined up notch on intermediate sprocket with the "0" on the crank sprocket - let me know if this is right
and the oil pump is pretty much at --------

anyways - may be a dumb question, but i am still new to this
I am just wondering how you tighten the sprocket bolts to their proper torque without actually turning the sprockets themselves and f'ing up my whole timing again
i keep trying it and the sprockets keep jumping the belt kind of
let me know if there are any solutions out there
i was thinking of just putting the other side of needle nose pliars in the holes of the sprockets and hold it still while i tighten???

The torque spec is important. Be sure to get at least 65 ft/lb on the 18mm bolt. I tightened it as best I could without the spanner wrench and it came loose. It stripped the keyway out, destroying the camshaft and cam sprocket.
