another 2.5 ring /piston question please help need opinion

i bought a 89 sundance 2.5 turbo 5 speed the previous owner neglected it seriously there is 109k on it. I drove it home and changed oil the engine was ticking but the sound came from the bottom end. near the #1 piston
it burned oil like crazy when cold and what looked like oil came out the tail pipe kinda wattery though its really down on power so i did a compression check got 15 yes 15, 123 129 125 i added some oil in the #1 plug hole and compression jumped to 90

im guessing i broke a ring or 2 in the #1 piston and am thinking to do rebuild i have never done one but want to really bad i was wondering is it likly that the cylinder will be gouged badly? requiring honing and oversize pistons or rings what do most rebuilds cost i plan on 16+ psi boost intercooled the junkyard near me has another turbo shadow and they want 400 for the engine minus turbo is this pricy i have no idea if the engine works if i can rebuild mine cheaper i will do that any good machining websites that will give me a ballpark price on booring honing valvejob etc any opinions form those who have rebuilt these before oh i want to bolt up a t3 turbo to it i got the 2.5 inch swingvalve im told <what the hell is a swingvalve>? is it a waste gate? so i guess i need a turbo from a 89 t2 dodge ?

$400 is a killer deal, even if you don't use it, good for parts in case you break something. As for rebuilding, you can't do anything till you take the old one apart and measure the bores if there not scratched up. If you have never done an engine before, it might be better to have someone do it for you-if you miss one step, boom!!!!!
As for the T3 turbo, if your talking about the 16v one, it won't fit the stock manifold unless you modify it. I did and it took me 15 hrs to make it fit-
As for 16 psi, just use good parts, have the rods rebuilt, engine balanced, cast pistons will be ok but forged if you have the money is worth it. I am using cast at 26 psi and so far so good, didn't have the money.
