Journal dresser ... a hand tool?

Anybody ever seen something like this? I'm imagining a "O" shaped ring impregnated with industrial diamond .... attached to a nice hickory handle.
Imagine an oil filter wrench.

I fabricated a homemade tool to dress a rod journal under the car. I used a short length of spring steel banding. I bend the ends and sized it to the journal diameter allowing for a thickness or abrasive paper. The abrasive paper was wrapped over the ends and taped down. Added a little water and dishsoap. The two bent ends got clamped with a large vicegrips around the journal. All I had to do was swing it around.

I mic'ed the shaft before and after and was surprised how well this worked. The steel banding flattened him pretty good. The real proof will come when I check the bearing running in that rod. I let you know how that goes.

A tool like this would be slick for touch ups in or out of the car.

You have the right mindset, but parts like crank journals and the like need precision tolerances. Unfortunately your tool is in the same family as the "piston installing hammer" and the "impact torque wrench".

... heh, maybe more like a crank operated sawsall. The "piston installing hammer" was a little cold man.
