As I am reading this I keep remembering that the title is calling for 400+ HP. If you plan on producing that kind of power you are going to need ARP studs or at least bolts in the mains for any kind of reliablity. In that case they are going Align bore it no matter what.

ummm...why would he have to get it align bored if he used ARP studs or bolts, they are just stronger than stock, it's not like they are a different size of somethin.

Dude, I dont think you'll be able to deliver pizzas in a 10 second car.
That's what people told me about a 13 second Omni, then a 12 second Omni, then an 11 second Omni. And that was on a bunch of crap junkyard parts (besides the turbo and fuel system). One 10.999999 pass is good enough for me to call it a 10 second pizza delivery car.

The reason it should be align honed for the studs is to getmain caps to fit as square as possible and get a alignment through the main bearings. Due to core shift that occurs after a brand new block is heat cycled it is always suggested to align hone a block for performance applications anyway. You must make sure that everything is properly in line if you want the engine to last as long as possible.

Different clamping force, not different size. You must get it align honed it you are going with ARP's. That goes for rods too...resized if you go with ARP rod bolts.
