OK I am building a new block going to have it decked and honed and the flywheel redone, I was talking to AP Racing in windsor who gave me decent prices on it

Decked= 68.00 Deck 28.00 for the head
not sure the price of honeing but I am doing this my self.
I was debating having the crank done.

but when I talked to him about having the engine balanced he said since it was a I4 it does not need to be balanced, I was woundering what u guys think of this I know people who get it done, I just want an extremely smooth running 2.5

All engines need balanced, especially 4 cylinders. I am having all the pistons matched, the rods matched, and the crank balanced.

I say read this, along with my post down at the bottom: Need info on using TII rods
and save your money. The money is better spent at the machine shop on straight cylinder bores. IMHO
