ok i tore apart my lancer in the beginning of july,july 5th to be exact,and it has sat until now. Being that it has been two months of not having ran is there anything i need to do as far as possibly priming the oil pump or relubing rod bearings or any of that stuff to make sure i dont screw up an engine with only 15k or so miles on it

Just slowly click starter over 5-6 times and I think you'll be set. If this car keeps sitting like this for months, you might want to think about putting Energy Release in your oil. ER will literally soak into the metal and really help lubricate, especially after months of not starting.

how about rotating the engine over via a breaker bar or something

Disconnect the HEP and pull the plugs? And crank? No fire and no compression = easy cranking.

prime your engine just like you would if you were installing a new turbo, unhook the distributor spark plug wire and let her rip, the oil pump should circulate the oil without harming anything
