wastgate solenoid vac line routing

i just redid my vac lines on my 89 lebaron gtc TII/5spd, and im confused when im looking at the vacuum diagram for the solenoids, preferbally the wastegate solenoid. in the picture, it shows the bottom of the wastegate solenoid with two vac lines coming out, and a filter on top. so does anyone know what lines go where on this damn thing, because its not doing its job and is boosting to cutout. at the moment, i have the bottom barb, the one by itselft going to vacuum, and the top one that points horizontal, going to the wastegate can. and there is a little foam filter on the top one that is pointing straight up. except in the picture its, the filter is by itself. any help would be great. thanks.

On the L body, the vac goes to the upper barb, the WG on the horizontal barb, and the bottom one is open to ATM. I would try that configuration, as I think these solenoids are pretty much standard in their operation.
