Computer fault codes of 23 & 33

I put a new gauge cluster in my 87 Daytona Pacifica today. The check engine light came on so I ran a code check. 2 fault codes came up, 23(Throttle body code) and 33(A/C fault code). I don't have the book in front of me to give the exact code description. When I turn the key to on, there is a "buzz" noise that comes from the throttle body, and the A/C dont work but I assumed that was from no freon. Any suggestions?
