I've had in the car for a least a year, but it just recently started making a whining noise intermittantly. It doesn't happen all the time, and it doesn't seem to have anything to do with temperature or fuel level either. Doesn't affect performance either.

So, do they start making noise when they are going out?

generally, yes

but, like a front wheel bearing, they *may* make noise for a looong time before actually failing / losing performance

Probably due to a voltage drop, i.e. alternator going out, bad connections, bad ground, dieing wire.
