The way my TU custom cal is setup I don't get full 18psi boost unless I'm WOT (at less than WOT I'll get like 12/13 psi). Would running a manual boost controller for 18psi make the car faster in the 1/4 mile since I could make full boost at part throttle, so inbetween shifts I'd have more boost for those split seconds? Any ideas?

Yes.

I spoke w/ Paul of TU a few years ago when he was making my 3bar cal for my GLHS and although he did say a computer-controlled wastegate work fine, the best set-up for max power is using a MBC in conjunction with a good cal like the ones from TU.

After many years looking at the fastest turbo dodges at the track there's one thing they all have in common: wastegate control is done thru a manual boost controller.

That's what I thought. I'm putting my manual boost controller back in tonight.

the classic Grainger Valve is the best (and cheapest) MBC for most applications. i see it on a lot of very fast TD's.

Which is essentially what I posted, "grainger valve" is just a nick-name for a simple ball & spring check valve with adjustable spring tension.

THat's what I made a while ago. Donovan's Dodge Garage used to have a link to making your own (I think Gus Mahon's site had instructions, but the site may be gone now).
