Hot Turbo smog problem

I am trying to tune a 85' T1 engine for smog tests.
When the engine is fully warm, I experience problems:
1. high idle speed about 1100 rpm+ (eventhough idle control valve is closed)
2. brief rich surges... as if oil is being pulled past turbo seals. Happens every few seconds. I do not see smoke. MAP reading dips then jumps a bit.
3. Increased HC emissions

I have checked all hoses for leaks. Engine has been carefully rebuilt.

The condition exists only when engine vacuum is high and I lean the idle mixture for emissions. The engine runs great otherwise.

I plan to change oil wt. from 5-30W to 10-40W. Also install a 180F thermostat instead of 195F. Try to pass before fully warm.

I need help! Here are my questions:

What is a good idle speed? I cannot find a specification in Haynes manual.
Am I on the right track?
Is there anything else I should check or do?
Will synthetic oil help? I heard a rumor that synthetic oil contributes less to HC reading.
Is it time for new turbo seals/rebuild? I hate to do this now, I'm so close.

I would check the pvc valve or maybe eliminate it if you can get away with it. 85 had egr so maybe that might be something to look at.

PCV - A great idea! I think that might be it! If I pinch hose the idle drops, that may also be where the oil drops are comming from.

I found that the turbo PCV valve is different from the N/A. I purchased one last night. I have not had time to test yet.

I might try to relocate the PCV valve with a better way to separate the oil/air from the valve cover. I have a aftermarket aircooled VW separator/can that might help. I wish there was a good place to drain back to the crankcase. Any ideas?

When I activate the erg solenoid not much happens in rpm or idle quality. That suggests a problem there too! There is some sort of check valve and vacuum control gizmo, not sure what they do. A good place for me to check further.

On mine when I unplugged the vacuum line to the egr inducer my idle would smooth out and it would run a lot better. When I took it apart the egr tube was just clogged with carbon. Also is there excessive oil in the air box?
