When this thing falls flat on its face at 2000 RPM, is it smooth, or is it shaking / bucking / jerking?

You left that vital info out as we can't know if it was smooth revving or bucking, now that
more clear.

Do tune up (ignition timing, check timing belt alignment, plugs and ignition wires, rotor and distributor cap.). If this does not fix this, have fuel pressure monitored while revving up. If pressure falls off, yoiu have problem.

Cheers, Wizard

Re-Set the engine computer to clear the codes. Disconnect the battery for 10 minutes then re-connect it. When you went into the mountains, due to atmospheric changes, the car went into "Limp Mode". IMHO, if you clear the codes that were set, it will then re-learn the new condidtions. It will run like crap for a few minutes and then smooth out. I'd still go ahead and replace that PCV elbow that is hard. Dealer still sells them.
Good Luck.

Check the Vacuum line going to the brake booster (a little black canister on the brake booster). If it is off, the idle will fluctuate.

You probably still have a vacuum leak at one of the connections. Spray carb cleaner around the connections with the engine idling. The engine will pick up rpm when you spay the carb cleaner over a leak area.

Very likely a weak ignition system. How old are the spark plug wires and coil wire? What about cap and rotor? Spray water on them and see if the problem comes back. If it does, thats your problem. The only cheap aftermarket ignition wires I would get are Taylors or a custom set of Accel spiral cores. Otherwise, Mopar wires.

The idle is going up and down because the controller is trying to correct the idle speed.
The easiest way to locate your problem will be to get the AIS out of the system so you do not have the surge.
A vacuum leak at the booster is central to the system and would create a high idle condition.
Be sure that your idle problem is not related to carboned throttle plates and/or AIS pintle.
Follow the instructions in the "sticky", "help with poor idle" in the "help" section.
If the problem persists get the vehicle to base idle with the AIS out of the system and then look for vacuum leaks or other related problems and you will not have to deal with the controller trying to correct the idle speed.
