i have a 90 daytona 2.5 turbo and it has the fuel rail WITHOUT the dampener at the drivers end of it. my rail has been JB WELDED by someone else, looks like one of the little metal tubes broke off where it connects to the rail.

SO, i want to go pull another one from the junkyard before that tube breaks off and I have a giant fireball on my hands. Problem is the junkyards all have 89 fuel rails which have the dampener at the end.

Is it okay to use an 89 fuel rail with the dampener on a 90?

Whats the story with the dampener anyway?

Yes it's fine. To quiet the injector on cold starts ... and to smooth pulses in the rail from the injectors.
