First of all, I don't have to pass an emissions test where I live. The county I live in is rural enough that they don't require a test. I've never had one of my cars tested before. Wasn't even sure how long it took or how much it cost. Well I stopped by a testing place today, $15 and 5 minutes later, I passed with flying colors! Kind of funny telling the guy it really does have a 2.4L engine, despite his computer insisting that wasn't an option in '88. They didn't check N2O emissions, which kind of surprised me. I figured if I failed anywhere, that would be where. Oh well. The car DOES have a cat, one of the Ebay $35 3" highflow cats. I guess it really does work.
Under Cruise conditons:
HC (Hydrocarbons?) The limit was 160, I blew 52
CO% Limit was 1.2%, I below 0.01%
And at idle
HC Limit was 220 I below 99
CO% was 1.2% I blew 0.04%

Those were the only two things they were looking for. They didn't even pop the hood.

hahah my 2.5 Tona with 3" straight pipe and you know the rest of the mods had less HC at idle than you did I'll give you a hint It's all in the spark plugs

They dont test for anything but HC and CO in Washington.

yeah? so? HC is what matter's

Cruise:
HC limit 150, tested 119
C0 limit 1%, tested .89%
C0+C02 wtf that is limit 6% tested 15.19
02% tested .59 no limit given

Idle:
HC limit 220, tested 92!!! Love my spark plugs
C0% limit 1.2 tested .3
c0+C02 limit 6, tested 10.4
02 tested 6.66

Your cruise HC is more than double mine. which makes my idle HC score of 99 seem almost the same as yours. I have my MS set to run closed loop at idle and hold the idle at 14.7:1. I've also backed my idle timing off some from where I had it. I think it idles at 16degrees rather than 20. Both of which I did to improve my idle quality. Given an hour with that machine, I bet I could tune my HC much much farther down. It's still less than half what they are looking for, so why bother?
I should post the scores of that Voyager I just got that failed an E-Test.. It's got a Bosch O2 sensor though, so I can imagine why it failed. NTK from the dealer, FTW.
