bad fuel pump? overboost prob

I'm still having problems with my csx-vnt, this isn't fun. People think i'm crazy, but i reall love this car. I need to get this fixed.

The VNT vanes are staying closed at all times, not due to carbon just something probably causing the actuator to keep em closed all the time, because the mechanic who worked on my car checked the turbo manually and said the vanes functioned. Sounds nice and loud at idle.

I was wondering if a bad fuel pump or FPR or bad filter might cause this? PLEASE ANYONE KNOW? The car is worse when hot. It'l sometimes reach 20-25 psi (guessing, ive got a 15psi gauge) but have absolutely NO POWER. this is on a 15psi cal, it's never overboosted that bad on me before. I guess this is because of the vanes being closed all the time?

It also used to stall on me while idling on a slope. The car starting having a fit after i free-revved it multiple times, tried to drive away, and it bucked like crazy and after a month or so a film or something in the downpipe collapsed and the backpressure blew off the exhaust manifold gasket, had it fixed but still have this problem with the vanes.

Changed coolant temp sensor, thermostat, checked cam/ignition timing, replaced some vacuum leaks, replaced MAP/BARO sensor, tried stock computer (that helped downplay the problem, but car still wasnt in that good of shape), changed out all the VNT solenoids, vacuum lines routed right, checked spark plugs, fixed broken PCV hose (it cracked somehow).

Makes a hissing air leak sound when accelerating, what's that all about???? compressor surge when shifting in boost (never used to do that before). WHAT CAN CAUSE THE VANES TO STAY SHUT OTHER THAN WHAT I'VE CHECKED FOR ALREADY?
oh yeah and i'd get the LOW FUEL light on every now and then when my tank is half full.

no codes but speed distant sensor and overboost.
HELP IM LOSING MY MIIIIIIIIIND, this is my only car, i get passed up by school busses and grandmas everytime i drive the thing.

At this point, you might as well change the speed sensor, you have the code & the car is stalling at idle.

I think I'd do a compression check. It sounds like you might have some serious problems.
