Vortech SFMU?

If I were to add this while non turbo(upgrading fuel system before adding turbo to get correct base pressure) would it just read a 0 boost condition and default to its base regulated pressure?

you have no boost press. for reference so the fuel press. won't go up if nothing tells it to
