Best place I've found to get pins for in the 60-Way connector at the SMEC is from the junk yard. I found an 89 TBI Daytona that was about to be crushed and just cut the whole 60-Way connector off the wiring harness leaving about a foot of wire. All the pins I'll ever need.

As for the original question about pin-21. My '88 T1 Shadow had no wire, and no hole for pin-21. I had to pull the 60-Way connector apart and drill out the plastic for pin-21 when I wired up my IAT sensor.
