Code 21 is Oxygen Sensor Circuit
Code 32 is Power Loss Lamp Circuit
I would start by looking at the
LM and its connectors for corrosion/loose or damaged wiring.
Code 21
Without a scanner you cannot see if the controller is seeing a signal during diagnostics.
Use an ohmmeter to check continuity from the O2 connector to cavity # 18 of the Blue
LM connector and then check the circuit for a short to ground.
If the wiring checks ok replace the O2.
If problem persists replace the
LM.
(Be sure there are no issues with the terminals/connector at the
LM)
Code 32
Disconnect the Red
LM connector.
Turn the key on...
If the Power Loss Lamp is on repair shorted wire from Cavity #4 of the Red
LM connector to the Power Loss Lamp.
If the lamp is off turn the key on and ground Cavity #4 in the Red
LM connector.
If the lamp does not illuminate repair the open circuit from Cavity #4 to the Power Loss Lamp.
If the lamp illuminates replace the
LM.
(Be sure there are no issues with the terminals/connector at the
LM)
