Power steering gave out??? What to do??

Last summer my brother bought an 83 Rampage. Power steering wasn't working on it then. Stored it over the winter and he's working on it this summer. The power steering doens't work on it at all. Pump is full of fluid and the belt is on there. I don't know what it is. There's no leaks. I'm thinking the rack is gone, but I wouldn't want to just go and pull it before finding out if it could be something else. Any thoughts??

Take the power steering belt off, then disconnect the pressure line from the rack and have someone spin the pump over by hand. If u see fluid coming out, the pumps probably ok. I think there might be a check valve in the return line u might want to check too. Hopefully someone who knows more will chime in. I doubt the rack is your problem, im guessing pump.
