broken crossmember bolt?

was wondering if anyone here has had to deal with a broken rear crossmember bolt? i have a 89 'baron coupe that i'm replacing a bad rebuilt rack someone put in . they broke the driver side rear bolt. when they put it back together they welded the crossmember,broken bolt and body all together!

ok guys, fyi for anyone who reads this post and didn't already know. the " bolt " turns out to be a double sided stud that screws into the clip in the body. it can be unscrewed using a 1/2 dr, 12 point deep socket
