Can the bearings in the upper bearing plates be changed out? Or do you have to replace the entire plate and all. Just curious which way would be cheaper. Thanks.

Just change the strut mount. They're dirt cheap.

The bearings can be changed out easily, I've done it a few times.

I don't remember what they cost, but I don't think very much.

Of course, for $30 at Mopar or $12 at PB, it's not very expensive to get the whole thing....

To do just the bearings would be cheaper for the parts, but if you were to take it to a shop and have them install the parts, you'd have more money in labor just for replacing the bearings than you would to replace the entire mount.
