Steering Sticking...?

Just got another Tona..86 CS with T-tops Black on Gold

But it has a slight problem with steering...It sticks on a couple spots.
Any Suggestions where to look for a Problem.
Only think I noticed is the belt is a normal v-belt insted of the usual 'Notched' belt I have on my other tonas.
Did a seach that suggested Lucas PS stop leak which I'll try.
Fluid level is fine (but looks dirty) and I don't see any leaks.
