the ais is on the throttle body near the tps (throttle position sensor) and the speed sensor is on the top of the trans on the driverside output shaft

Just a wild guess: the speed sensor went out a while ago and the car kept stalling as a result. So, someone cranked the throttle stop screw in to bring up the idle speed to prevent the stall, thus the code 25. Does it idle kind of fast? You can reset the minimum air adjustment:

Well stalling when coming to a stop is typical for a bad speed sensor, but the code 25 is specifically calling-out the AIS in this case. I would try swapping it out for starters. You can test it by applying 12V across the terminals for a short duration only (pulse it). Connecting it one way will make it close. Swapping the terminals should made it open. If it is frozen, get another one. If you are so inclined, you can take it apart...just observe the orientation of the little gearset inside. Usually the motor shaft becomes corroded and seizes to the bushing. A little penetrating oil can sometimes revive it.

Oops...just noticed this was N/A. You can't test it that way since it is a stepper motor. You can at least see if the pintle will move.
