distributor cap/ timing?

ok well i was lookin at my car last night, and i noticed the distributor cap is jb welded or something on there... previous owner i suppose i dont think a garage is dumb enough to do that... its all grey around it with no screw, it was loose too, would this have caused anything to be wrong with the timing?? there is a stripped out screw on the other side... and how do u get the distributor plate off?? i want to turn the screw on the oil pump below it, but i cant seem to get the actual distributor out..

One bolt to the left under the distributor. might have to wiggle it sometimes they stick, then pull straight up and out.

I had issues in an 84 K car with getting moisture in the distributer and I would put a thin bead of gasket maker on the lip of the cap to keep it out. I have also used small wire ties to hold a cap on that had stripped out holes in the distributer. If the holes are stripped out and you use wire ties the ties can't hold it as tight as the screws so the HEP can shift a little changing your timing a few degrees. Gasket maker will also stop this and keep water out.
