daytona headlamp problems

I have a headlight problem. They don't go up or down. I switched the module out with one from a junk yard. That didn't work. I got two assemblies from ebay that were said to be working. That didn't work. The module is putting juice to the motors. I tested it with a continuity tester. But they don't budge. They do light up. Would i get current at the motors if the module was bad?
