The headlight relay module needs rebuilt, the solder breaks down around the relays, on a 90 with the newer type interior (wrap around dashboard) its under the steering wheel, a black box about 3"x5" and is held on by a clip.

If its the older interior then its on top of the dashboard right around the middle.

Cut a line a few times around the seem of the box, then it should pop off, next the board has some hardened material above the board, just chip away slowly at it trying not to hit the ciruit board, if your lucky it will come apart in a couple of chunks. from there then you will see the bad connections on the relays that need rebuilt.

Pulling one from a junkyard might also have the same problem, especially if the headlights are in the up position.

I did this repair a few weeks back on my '87 Shelby Z and it worked great.

One other thing to look for is the Headlight screw adjusters. They are made of plastic and crack over time. This leave the headlamp floping around and can jam in a positon not allowing the motors to open. There is a manual emergency knob that lifts the lights up, it is covered with a rubber sleeve to protect it from moisure. It can bee seen when the hood is open. Check you owners manual for location and how to operate in emergency.
