Anyone fill me in on why or how my tach in my omni sometime works and others not?

Like to get it working properly real quick.

All my other gages work as they should so I do not know if it is a connection on the motor somewhere or something else.

Any help would be great.

Cracked solder joint on the cluster circuit board.
Reflow all the solder joints and you should be good to go.

Not exactly sure on an Omni. There will be screws and/or clips holding the bezel(s) on around the cluster, remove the shroud from the steering coluum, makes it easier.
Once the bezel is removed there will be 4-6 screws that hold the cluster in, slide it out far enough to remove the electrical connectors and remove the cluster assembly.

89 is the year and I did take all those out - looks like I have to drop the steering wheel/column to get the cluster out since I do not have room to wiggle it out.

I will take another look soon.

So I am guessing it does not have a tilt wheel some you can lower it and wiggle past it?
Lowering the column should only be 2 bolts on the bottom side and it comes right down.

I've removed a few without dropping the column. You just have to position the steering wheel the right way (assuming you have the same style of wheel). If not, I believe it is only 2 bolts holding the column up

Should be the same as my 90.
Remove the defrost grill (clips) remove the 2 screws under the defrost grill.Remove the 2 outboard screws on the botom L and R of the switch pod assembly, remove the switch pod assembly. Remove the lower cluster bezel(clips) and steering column shroud(screws). Remove the 6 screws holding the cluster assembly, tilt assembly to disconnect wiring connectors, remove cluster.

Got this problem in my van as well. It can be hard to get the cluster to budge at all if it's driven by a speedometer cable, that will need to be unhooked before the cluster will do any real moving out of the dash. There's usually just a tab you have to press on the side of the cable where it enters the cluster to release it.
