Red face Need To Fix Cigerette Electrical Line Circuit!?

do not need cig. lighter to start a smoke, but need this line circuit for using {one mediun size cooling fan** for the hot days ahead! checked all fuses on fuse control panel nothing blown! the problem with this electrical circuit went bad & out when i started using a mirror powercell trickel recharger that connects to the cig. lighter input plug ! lasted about 2-3 weeks then the cig. circuit was gone & never came back ! also replaced the old cig. plug with new one but still no line circuit! how to trouble-shoot such a small but so important lighter circuit??

first off what car are you working on. second you need to figure out what is missing the 12v+ or the 12v-. Take a test light and ground it take the probe and go right down the center and touch the center of the lighter outlet in the back to check for 12v+. now hook the clip of the test light to a 12v+ source and take the probe and touch the metal side of the outlet to check for 12v- which or or both is missing?
