Well, it actually has to do with the chemical properties of the stuff...being able to expand and condense faster to take advantage of the work being done to it better, but in the end, yes, it does work a LOT better becuase those sytems were desgined for that chemical. The newer 134 systems are pretty good themselves and are able to use that chemical pretty efficiently.
I beleive the 134 leaking out through the lines is a myth IIRC. If the lines are old, then yes, I can see that. However, new lines should not have this issue as they use a teflon core IIRC along with other types of sheilding materials to prevent exactly what you describe. Worn seals and the fact that the older systems weren't desinged for that chemical are the main reasons for leakdown and/or poor performance of 134 in the older R12 systems.
