1983 solid spoke, 1984 open spoke, and maybe some 1985 cars,and some later 80's ram's and ramcharger's. Steering column was changed so steering wheel works on car column. Oh by the way they are both cool, I think.

My '84 Ramcharger has that style wheel but with black leather rim & center cap-Original equiptment. You don't have to pull the wheel to remove cluster.
Remove lower dash trim under column and there's four bolts holding column to dash. Remove those and column will tilt down allowing wheel to rest on seat.

You can always find a GHLS horn pad to replace the big stocker. Dye it or what not. that will give you the 'look' you're going for and won't seem out of place.
I think the wheel you got in there - although cool - looks funny in there.
