Is the dome light assembly supposed to be insulated from the roof? Car is '90 Shadow VNT.

After I replaced my headliner I kept blowing the dome light fuse. Finally figured out that the dome light assembly was shorting against the roof. Insulated it and no more blown fuses.

It seems strange that power is getting to the metal assembly because it looks like the bulb and hot wire are insulated from it.
