95 LeBaron 3L hot idle tick

So I bought my girlfriend a 52K og mile 95 LeBaron convertible from the 2nd owner. It's an interesting mix being low miles and a couple decades old, was garaged, runs well, good power, etc. I noticed when fully hot, but not cold, it has a pretty audible tick from the front valve cover.
I ordered a set of lifters since the car has done more sitting than driving the last 20 years and it's due for gaskets and a t-belt anyway. I came across a TSB about what sounds like exactly my symptom, link below.
Looks like they just replace the rocker shaft springs with spacers and shims to space them pretty precisely. Anyone have any idea what's going on here that request this fix? It's noisy enough to be annoying in a convertible but I can't think of any reason it'd tick with springs and not with spacers unless the springs are super weak or collapsed.
Thoughts?

It's listed as 97-99 vans but I assume it's the same valve gear and applicable.
