Speedo gone haywire - 89 LeBaron

Hey guys. 89 Lebaron with Tii upgrades.
Got Stage 5 computer.

Anyway, my speedometer is going haywire! When turn the key it flops around all over the place and when I drive at about 10 mph it says I'm doing 75. When I'm doing 30, it pegs to the limit.

Oddly enough it *appears* that my odometer is functioning normally.

Any idea whats wrong?

Does the speedometer needle flop around if you just turn the key to the "on" position or does the engine have to be cranking/running?

If the odometer is reading correctly it leads me to believe the speedometer is operating properly but there is an issue with the needed itself.
Was any work done on the cluster or electrically with the "battery connected"?

I would start by removing the cluster lens and reset the needle to its stops.

Yeah I think it does flop around like that.
Before I dig in, and thank you by the way, can I use my Snap On "red brick" to diagnose anything?

You can use your scanner to be sure there is not a Code 15 stored in memory and that the engine controller is seeing the proper speed signal and the speed reading is steady, if it is then the issue is Speedo/Cluster/Signal Wire to Cluster related.

This info is from the 1990 FSM, R+I of the cluster will not be the same, testing should be.
