Looking to buy a code reader for my 89 2.5 Turbo that will not break the bank.

There is not just a "code reader" for OBD 1 vehicles that I am aware of.

You can buy a used scan tool on eBay that will work on Chrysler/Ford/GM, just be sure they have the proper cables.
1)OTC Monitor 2000/4000
2)Snap On MT2500 (works on all cars up to 2005 with the proper software)
3)Chrysler DRB 2 (this was the scanner used by Chrysler until 1996 when ODB2 came into being)

If you are only looking to retrieve codes you do not need a scanner, codes can be retrieved manually from all Chrysler vehicles.

1)Turn the ignition key "on/off, on/off, on.
2)The check engine lamp will begin to flash, these are the codes.
3)All codes are two digits
4)The light will flash the first digit in long slower flashes, then a slight pause and then the second digit in shorter faster flashes.
5)Codes will be displayed in numerical order from lowest to highest.
6)The last code you will see is a Code 55 which means "end of sequence".
7)If you missed any or are not sure just turn the key off and start over.

Will the cartridge for OTC need to be year specific? I see many 83 thru 86. Mine is an 89.

I can find 1988 cartridges...

I kinda doubt that

I've needed no more than the light on the dash for thirty years .. still no need for the scan tool

I've simply kept the handy printed list of fault codes that came with every remanufactured by cryco power module , in the glovebox..
dirt simple and this is where chrysler far far exceeded GM and Ford in serviceability

codes free of charge , in your face at the flick of the key at home, in a parking lot, on (the side of)
the road , anywhere you need 'em NOW, ...easy and free

so much so you'll even develop the habit of randomly checking for codes .. just in case , 'cause you haven't for a week or two....

My Monitor 2000 died about 20 years ago but if I remember correctly my 3-1 cartridge covered all years up to and including 1990.
The only drawback to the 2000 is it only does engine.
I also do not remember how many lines of data you can view simultaneously.

Depending on your budget I would recommend the 4000e as you will have more capability should you ever need it.
I never used/owned one so I am not sure which systems can be accessed other than engine diagnostics, it does appear to be able to access the BCM and ABS, you would just the CCD bus connector cable for Chrysler.
The 4000e listed below appears to have the CCD Bus cable along with the engine diagnostics cable.

After I left Chrysler in 2010 this is the scanner I used, only because my Son owned one.
The Snap-On MT2500 has the capability to work on all vehicles up to 2005,
you would just need to purchase the proper cartridge and key for whatever you are working on (Domestic/Asian/European), it also has the capability to access the BCM, ABS, SRS, Transmission, etc.
I do not remember if it has "snapshot" for OBD 2 vehicles.
The MT2500 listed below appears to have everything you would need for your vehicle.

There are a few in the case. Still need to sort it all out!
